U- BOATS
There were two phases in the German U-Boat campaign
1. The first was targeted at surface warships
2 The second targeted shipping, and was used to enforce an embargo
German submarine warfare began on Feb. 4, 1915- attacking neutral ships in the waters around the United Kingdom
By 1917, the British were losing 300,000 tons a month to the U-Boats
