The small states were generally the first to ratify the constitution because of the equal representation they would receive in the senate With the exception of rhode Island and North Carolina, the states ratified the constitution. However, they had been promised that A Bill of Rights would be immediately added. It was in these amendments that the people were promised freedom and protection from the government.
